Difference between VMware OEM and Normal vmware License

Hello EE ,

Our Supplier give us a quote for Standard vmware Licnese on OEM program with HP hardware .

i have concerns about

1- the Support , will it be vary in this case between HP and Vmware ?
2- Moveing the licenses to a difference host to same or different vendor like DELL
3- Prices , wiil it be cheaper to go to vmware or better to utlizle OEM option
4- exisitng old servers , i will be abe to use the licesnes on this hardware .. for example i will buy 4 CPU licenses

2 will be installed on the new server (dual processor) and 2 on the old  server (dual processor( is this scinario  possbile witih OEM ?>

1. Your support will be direct with the OEM e.g. HPE (usually).

2. As per License Agreement, not transferable, as it's supplied with hardware.

3. Difficult to comment depends on the HPE/OEM Margin. We have seen cheaper options, to get you to purchase the hardware/license bundle.

4. OEM supplied with new hardware.
VMware customers buying through OEMs will find that VMware licenses come without the restrictions they may be familiar with in other OEM‐sourced applications or operating system...
3) Can VMware's OEM partners support a VMware license they sold if the license is moved to a server from a different vendor?
Yes, should a customer purchase VMware with a server from one OEM and later decide to move the license to another server from a different hardware vendor, the customer may continue to receive its VMware support from the original OEM.  The hardware vendor is able to provide support for VMware on other hardware, as the support purchased is for the VMware license and not the hardware. Often, OEM license are normally tagged to the physical OEM hardware and not transferable unless the hardware that is transferring to is from the same OEM vendor. OEM licenses normally are a lot cheaper than the Open (or Volume License) License in general across all types of software.  For VMware, if the license is purchase from OEM, the support will comes from OEM vendor.  How the OEM support works is documented ( https://drive.google.com/file/d/0B3SA0IoEPhEIUVBjYktjYS1Udkk/view ).  
Some may ask what if the OEM vendor require Level 3 support from VMware, the OEM vendor would go through (  https://www.tsanet.org/ )
where all major software vendors are connected to provide support for each other.

I have checked with the supplier and according to him the ket can run on any HPE server as itcan be transfered to normal Vmware Licesne .. but he said it cant run on NON HPE servers .. However , as i didnt get a proof dcument for this and also couldnt find a document from Vmware to explain exactly about OEM limitatioins if any . i decided NOT to take the  OEM optionand order from Vmware directly ..
so now in normal Vmware Licensning  can i transfer the licneses from a host to different host in case of decommision ?
what support option available from Vmware ? whcih guarntee donwgrade and upgrade rights
I would agree ordering from VMware direct is the better option, and will cause you less problems in the future than dealing with HPE and even DELL!

What do you want to downgrade or upgrade....
like i want to downgrade to to 6.0 for example and NOT use 6.5  

as we will go for three years suppot , I want to ensure ican upgrade to 7.0 in future for example  

i want to be eligable to get and download the version i want PLUS  technical support from vmware
