How to enable a disabled local Administrator account in windows 7

Hello everybody,
we have about 15 windows 7 computers in our domain. The domain controller crashed with no reason and now I want to take all machines back to workgroup but when I started to do so I had noticed that the prior Administrator of the company disabled the local Administrator accounts on all workstations and since I have changed the Domain admin password , I can't even log in using the new admin password nor the old one ! The only user who can log in to windows is limited access domain user.
Now I'm able to reset local admin password using Hiren boot CD but not able to enable it !
please someone help me on how I can enable local admin account.

Can you try with the old domain admin password. If you had earlier logged on to the computer using the old domain admin password, you should be able to log on using the cached credentials.

I have tried the old domain admin password but it didn't work...seems like the last domain admin login happened first time with the very first password (that I have no idea what it was), since then the password has been changed so many times !
Try enabling the built-in administrator account at the prompt using the Hiren CD

net user administrator /active:yes
I'm using Hiren Boot 2015 and I would unlock and enable Admin account , eventually it prompts saying that the account has been enabled. then I would quite and boot into windows but when trying to log into windows it pops up saying that "Your account has been disabled.Please see your system administrator "  !!
Besides the command line there is the option of offline registry...take a look at this guide

The built-in admin account should become enabled during safe mode, did you try it?
