Why do my cursor blink several times each time I open a folder?

Each time I open a folder, this indicator (blue time indicator by the cursor) like get on off on off several times before the folder is opened. Very quick on off on off but it's a time lag so it's disturbing (the folder doesn't open as fast as it should, that is, immediately).

Is it a virus? I've never had this until the last week or so.

I have Windows 7 Home Premium.

I tried clicking now on folders with almost nothing in them, but I still get this "busy" cursor, although to a less extent perhaps compared to folders with more contents.
Then try the suggestions above and see if they help

When I save a textfile and get this small window opened to browse to location to save to, the cursor behaves normally, no time lag but the folders are opened immediately.
