Blinking Active Window
All of the sudden my screen is blinking and computer is running slow. Whatever active window I have open is blinking around the border. And my mouse is not moving across the screen correctly. Any ideas?

I have ran a scan and the pc comes up clean.
Ok, so get process explorer and see what's hogging the resources and post back the entire command line and syntax
Also try System Restore.
Restart Windows and just before the Windows logo appears keep tapping F8 till you reach the boot menu. If you missed, restart it again. Select Repair Your Computer and Enter. select "en" for English and then in next menu select Admin and type Admin Password, then go to System Recovery Options, then select System Restore. select a date before the problem happened.

That's going to do nothing, you've not actually diagnosed anything, it could do absolutely nothing and it's a waste of time, you're not fixing the isuse, you're bypassing it.

If I boot into safemode the blinking active window stops.

is this a laptop? it can be overheating
