Windows 10 1709 Upgrade error 0xC1900209
This is a compatibility problem for the following: from (CompatData_2017_10_19_17_ 59_36_3_00 6f0018.xml )

Symantec Endpoint Protection & Norton Ghost 9.0 are not installed, I ran cleanup over file system& registry
didn't help it still fined two copies of Symantec Endpoint Protection and one for Norton Ghost 9.0
Need a way to clean this so I can upgrade.

They can connect to your computer remotely.
Create a Restore Point.
Uninstalling Symantec with the CleanWipe utility:

Open a command prompt as Administrator and type below command and hit Enter,
SFC /SCANNOW
If SFC found any Error then make sure your PC is connected to Internet and Type:
DISM.exe /Online /Cleanup-Image /Restorehealth
Hit Enter
Uninstall non-Microsoft antivirus software.
Run CCleaner to check and fix registry errors http://www.piriform.com/ccleaner

I did it all, didn't help still getting attached error.
SFC check came out ok.
CCleaner didn't help.
The SW is not installed but windows 10 setup finds it somewhere
This is really a puzzle.

So then run the Windows Repair Install as I suggested to fix this issue.

windows is ok it has no problem, the problem is that somewhere symantec left over are detected as installed apps
and I need to find a way to remove them,
and I need to find a way to remove them,
If you have the Full Symantec download file and if it is recent, open the file with WinZip or other, not to run, and just to explode. One of the folders there contains Clean Wipe. Extract that and run it to remove all Symantec stuff.

Connected Symantec support ran all there tools , didn't help same thing, I'm stuck.

yes , no change.
Clean Wipe will remove all of Symantec. I have used it numerous times. There must be some other block prevent upgrade.
So at this point, you need to back up the machine and do a fresh install of Windows 10.

Problem solved.
Second, use the Media Creation Link to do a Windows 10 Repair and KEEP Everything. This will uninstall incompatible software as well as update drivers.
Go to the Media Creation Link

Windows 10 is running, so click on the Download button (not Upgrade Button, select Open (Run) but NOT Save. Allow the program to run. Allow drivers to update. Then select Keep Everything.
