Having difficulty configuring root DC to sync with time.nist.gov

Hello,

I have a question about difficulties I am experiencing trying to connect my root DC (has PDC fsmo rule) to an external time source (time.nist.gov).
The server is running Server 2012 and all member servers are supposed to be synchronizing with this server to obtain the time.
I have followed the steps in the following KB article:

as well as downloading and running the applicable "fix me" msi.

Even modified the registry entries mentioned in the article.

After restarting the time service (w32time), the time is still not updating to the correct internet time.

 
After running the following query commands, here is the output received:

Is there something I am missing?

ALSO, I ran the w32tm /resync command and got the following error:

C:\Windows\system32>w32tm /resync
Sending resync command to local computer
The computer did not resync because no time data was available.

Any help would be appreciated.

Do I need to add this via registry, or with the w32tm command?

I have that configured

When I run the "w32tm /configuration /source" command, it is set to Local CMOS clock.

Any way to change that setting?

No, the "query configuration" show the new servers that I added.

It's when I run the query source command that it shows the source as Local CMOS

Yes, I restarted the windows time service
