Can't change display language on Windows Server 2016 Datacenter

We have made a fresh install of Windows Server 2016 DataCenter on a VM via HyperV, but we are unable to change the Display Language (to Norwegian) inside Windows.
We are able to change keyboard layout, date and time format, but there is a message saying Display Language unavailable. See attached files. We have tried when logged on both as local admin and as domain admin, but no go.
This server is a Terminal Server, so we want the display language to be the same as our customer, in this case Norwegian.

Funny thing is, we installed a fresh Windows 2016 Standard on a physical server, and on that one we were able to change the display language. But not on the Virtual one with the 2016 DataCenter license.
And for testing we also had an older 2012R2 DataCenter server that already had a Norwegian display language, and it stayed Norwegian when we upgraded it to server 2016 Datacenter. However, we are unable to change the display language on that to a different  one after the upgrade.

Anyone with any ideas ?  Please help.

Hi Tore.

We'll find a way. Go to your physical server and open c:\windows\softwaredistribution\download and look for the languagepack cab file. The german one is 62MB in size, so norwegian will be about the same. Copy that file onto your VM and start Lpksetup (winkey+r ->enter Lpksetup). Now select that .cab file and install it.

If you don't find that .cab file, install another server and on that one re-download the norwegian language pack and again go through c:\windows\softwaredistribution\download  to find the cab file.
