Lock Down Wallpaper on One Monitor in a Dual Monitor Display?

I understand that it is pretty easy to put up separate images on a dual monitor setup in Win 10.

I also know that I can use client GPO to keep the user from changing those backgrounds.

What I want to do is allow the user to have any picture they want on their primary display, while the secondary display would always show the company mission statement.

Any way to lock down a single monitor?

Not without third party tools, and I don't personally know of any that will do that centrally. DisplayFusion https://www.displayfusion.com/ offers a good solution for managing desktop backgrounds, but, again, I don't know if it allows central control. If you can figure out the registry controls for that application (or any similar app), you should be able to control things with group policy preferences by pushing out registry tweaks to computers that have the application installed.
