Is an IBM iSeries integrated windows server required for QNTC to work ?

We have a AS400 server which is running v5r4 of the OS. It has an integrated windows 2003 server. The windows server install got corrupted and is down.  Is it required for QNTC to work on the AS400?

V5R4?  Sir or Madam, you deserve to be spanked. Or congratulated.
Having said that, afaik you don't need the windows server for QNTC. QNTC is a native service.

Is a domain controller required for qntc to work or is it enough for the user/password to just be local on the machine QNTC is connecting to?
QNTC is a file system CLIENT that runs on IBM i (like Samba for Linux).  It requires the native NetServer service.  

It can be used with systems that contain an Integrated Windows Server, or with systems that do not contain an IWS.  It has nothing to do with that device, other than the fact that QNTC is frequently used to allow IBM i applications to access Windows shares hosted on an IWS.
QNTC is a CIFS/SMB compatible file system.  The version on V5R4 (the final cume) of should be compatible with Windows 2000 and 2003, but may not work with later releases.  It will work in either a workgroup or domain environment, provided proper credentials exist on both Windows and iSeries.
It wasnt my choice to use v5r4. My boss has no interest to move to a newer AS400 os becuase our data will be moving to a different server at a later date.

From what I know if you have a domain the As400 will browse the servers on the network and list to ones it finds.
We have a new temporary windows 2003 server setup just for qntc. But with the windows side of our AS400 down and our domain controller down I am having a hard time trying to get QNTC to work.

QNTC / NetServer browsing rules are a little complicated.  Browsing works in both domain and workgroup environments.

Without a WINS server, QNTC will browse only the local network for Windows shares.

If a WINS server is configured on your network, and NetServer is configured to use it, you will also be able to browse Windows shares on other networks.

Regardless of the presence or absence of a WINS server, you can add a server to the QNTC list using the MKDIR command, as long as DNS is properly configured to resolve the server name.  MKDIR command has to be re-run after each IPL.
