cannot reduce vmware RAM

In testing a new application, we increased RAM on a server 2012 VM to 128GB. Using vsphere 6.0. After increasing RAM, we wanted to drop it down to look at performance. Now, the VM says the minimum required ram is 128.  I have never seen where it doesnt allow to decrease. Is there any way to resolve this or does the VM need to be rebuilt.

Hot swap is enabled but I did attempt to reduce it when it was powered off but no dice.

Made a back up of the vmx and edited the file and uploaded. This resolved the ram allocation.
