You do not need to have https running for it to work. I have seen a similar issue that is a known bug on Cisco CP Express devices. Which produces the error you mentioned. Cisco normally has you set the device back to the factory defaults and they have you try your settings again. You might want to contact them and mention this issue before you spend to much time on it.

I am trying to configure and install Cisco CP Express 3.5 to my 891fw router, I have gone through all the steps but when I go to the router IP in a browser the login screen shows, I put in the username and password then it goes right back to the login. I have already flashed the files to the router and turned on http server and set an ip address to the gigabit interface.

Installing Cisco CP Express to a 891fw router
