Just open the vCard file in Outlook 2016 for Mac and you will have an option to save and close the vCard in contacts.

No need to do import.

Windows Outlook should be  able to handle a vcard file, it's a uniform standard format.  Have you tried dragging the vcard file into Outlook?

Jackie, Outlook 2016 for Mac doest have that option. You can't not import vCard into outlook from an outlook installed in a Mac.
