Office 3654 email

I have several domains hosted at Microsoft Office 365. Now I did add a new one but I don´t want to pay license for all of the emails on the new domain because I want some of them to forward to existing email mailboxes who I have already payed license for in the Office 365 cloud .

It doesn't cost anything to add an alias domain to an existing tenant. You can then use that alias domain as a primary for individual users, so you don't have to purchase additional licenses for users on that domain. If you put that domain on a NEW tenant, then you do have to purchase licenses for email functionality, including forwards.
