Problem installing Access 2010 Runtime on Windows 10

I have downloaded the Runtime from Microsoft and tried to install it.  It gets some way through and then give the error 'Microsoft Access Runtime encountered an error during setup'.  I have successfully installed it on many Windows 10 clients before.

Any clues?

tried install it as Administrator?

Sadly, that didn't work.  Got the same error.

are you able to find any clues from Event Viewer ?

go under > Event Viewer > Application, and filter Event Sources = MsiInstaller (or similar), see if you got any clues there?
