Printing Problem

I have a small LAN with three IDENTICAL Dell computers.  Same PC model and Specs, purchased and installed on the same day.  OS is Win10 Pro.  I5 CPU.

There is an HP printer connected to the LAN, and drivers downloaded and installed from HP. All three PC's can access the internet as well as the "see each other" as well as the printer.

Two of the computers work fine.  The third for some mysterious reason refuses to print.  Sending a test page results in IMMEDIATE error, "Test Page was NOT sent to the printer. Access denied".  From the speed at which the error is returned, I suspect the signal does not even leave the computer.  ie I suspect that it is not the printer rejecting the test page.

QUESTION:  Any ideas about diagnosing the problem?

On the problem computer, repair or reinstall the Printer Driver.  I got that two days ago when my own laptop refused to print (Printer out of paper but it was not out of paper) and I repaired the driver and restarted.

If this does not work, remove the Printer (Devices and Printers), remove the Driver (Printer Server Management), and remove any bits in Programs and Features.  Restart and reinstall the complete printer package.
