There is no Windows 10 Driver.  You may get lucky with the Windows 8 driver:

Monitor drivers are now almost always provided by Windows 10 as suggested above.

What Monitor issue do you have?
What Video driver issue do you have?

The user using this monitor claims that this monitor (as well as every other monitor he has had connected to his Lenovo T470 laptop) is blurry.

This user is used to using Macs.

try changing the resolution

You need to adjust OSD settings:
Turn on ULMB (BFI) @ 120hz and Retest.

Try the newest Video driver available for that laptop and install it. The laptop may be at the end of it useful life if it will not run Windows 10 properly.

This Lenovo T470 laptop is two months old has 16 GB of RAM.

The laptop screen isn't blury and the laptop is running fine.

To change the screen refresh rate, you need to look at Display settings. On my machine the refresh rate is part of the Intel Graphics setting tool. So the location of the setting will vary.
