If your seeing black bars etc., then this should fix it.

1. Disable all COM Add-ins in Outlook:
FILE -> Options -> Add-Ins -> Behind Manage: COM Add-ins, click Go -> Uncheck all the add-ins, click OK. Restart Outlook to check if the problem persists. The issue may be caused by some add-ins, if the problem doesn't exist when all add-ins are disabled, you may need to add them back one by one to check which one caused the problem.
2. As it also seems like a display issue, try to disable/enable the hardware graphics acceleration:
FILE -> Options -> Advanced -> Display -> tick/untick "Disable hardware graphics acceleration" -> OK. Check if the problem persists.
3. Make sure all your drivers for your hardware are up-to-date, especially the graphics card driver.
