How can i deploy a chrome extension through group policy?

I am trying to get an chrome add-on called local links do deploy to all chrome browsers in are network.

in the group policy Computer Configuration/Policy/Administrative template/Google/Google Chrome / Extensions

I configured the policy name " Configure the list of force-installed apps and extensions" and from reading online i am suppose to format the line it this fashion" jllpkdkcdjndhggodimiphkghogcpida;https://chrome.google.com/webstore/detail/locallinks "

When it was deployed all it did was uninstall from the people who had extension installed. and lock out the ability to manually download it.

When you right click on the Group Policy Object that you are using for this, does it have "Link Enabled" or "Enforced" checked or both? I would first look at the Delegation tab by left clicking the Group Policy Object and you will see some tabs on the right side pane.  Do you see the users or group that should have this add-on in there? In addition, what rights do they have if they are there?

Enforced i didn't check off are computer OU is not blocking inheritance.

and in delegation is showing that all authenticated users have access to it. its all read permissions.
