Need to restore from an external Time Machine drive

I expect to get a different MacBook with a 500GB drive and need to replace what's on the drive with the contents of the back-up drive.

I used the drive to back-up my prior 500GB drive, on a PC which died on me yesterday.

Please provide me the exact steps to follow to completely restore the drive.

If you're getting a new Mac, before you boot it up, connect the backup drive and boot the Mac. As a part of the initial set up of the Mac, it will ask if you want to import data from some source, like another Mac or Time machine drive. Select TM and the follow the prompts to restore your files and the apps and documents.
