From where do I get sqlhelper

I was sent this snippet of code and I was wondering from where do I get sqlhelper and logger? Is there a reference I add for these?

            try
            {
                logger.WriteRemark("   Reading file: " + caseFileName, "");
                //Load CSV into Data table
                DataTable dtCasesCSV = Helper.ReadCASECSVtoDataTable(caseFileName);
                //Clear Stage Table
                sqlHelper.ExecuteSQL("Delete From Cases_Stage", new List<SqlParameter>());
                //Not iterate every CSV row and insert into Stage
                if (dtCasesCSV != null)
                {

                    logger.WriteRemark("   " + dtCasesCSV.Rows.Count + " Cases Records Identified", "");
                    for (int i = 0; i < dtCasesCSV.Rows.Count; i++)
                    {
                        DataRow dr = dtCasesCSV.Rows[i];

                        insertCases("Cases_Stage", dr, false, Path.GetFileName(caseFileName));

                    }
                }

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

Probably from whoever sent you the code.  They are variables, unless you know the type of variable one can guess by performing internet searches on the functions they use in that code - but the guess is just that, a guess.

I will ignore this then and continue to populate tables with stored procedures. I thought perhaps that sqlhelper was contained in some reference.

It may be but as it is a variable you would have to guess what sort of variable it is.

Your question is basically eg.
x.LoadFromFile(".....");
what is x

As I said if you asked who gave you the code they could tell you x is this type ??? of variable.  The alternative is to search and guess
