From where do I get sqlhelper

I was sent this snippet of code and I was wondering from where do I get sqlhelper and logger? Is there a reference I add for these?

Probably from whoever sent you the code.  They are variables, unless you know the type of variable one can guess by performing internet searches on the functions they use in that code - but the guess is just that, a guess.

I will ignore this then and continue to populate tables with stored procedures. I thought perhaps that sqlhelper was contained in some reference.

It may be but as it is a variable you would have to guess what sort of variable it is.

Your question is basically eg.
what is x

As I said if you asked who gave you the code they could tell you x is this type ??? of variable.  The alternative is to search and guess
