RDP: windows server 2012 how to allow many users connecting at same time

u can't connect more then 2 users
I tried this but dones't work:

Enable Multiple RDP Sessions
Log into the server using Remote Desktop.
Open the start screen (press the Windows key) and type gpedit.msc and open it
Go to Computer Configuration > Administrative Templates > Windows Components > Remote Desktop Services > Remote Desktop Session Host > Connections.
Set Restrict Remote Desktop Services user to a single Remote Desktop Services session toDisabled.
Double click Limit number of connections and set the RD Maximum Connections allowed to 999999.

Windows Server 2012 only allows 2 concurrent users for administration.  If you need more you would need to use the Remote Desktop Services role, which is an additional licence.  The setting you changed in Group policy relates to this.

If you need to install the Remote Desktop Services then have a look at this link , note that this will require the Remote Desktop Services licencing role to be installed or a Remote Desktop Services Licence server to be used as well.  Grace period for licences is 120 days so you have a bit of time to test it.

you can activate  trial license by - install Roles - RD Licensing - and activate it  it'll works 180 days free.

afterwords go ahead with purchasing RDS cals  which are concurrent purchase as requires..
