Server is 2012 R2 Standard.Any idea why  Clinets not getting IP address after getting server renamed ?
This server  is not attached to AD or DNS. it's an isolated server for imaging  to use MDT.

Check your firewall settings.
Is your network zone in public or private ? (can't be domain if you are not domain joined)

Try removing and reinstalling the DHCP role if the network and firewall are Ok.
When you remove the role, delete manually all files in c:\windows\system32\DHCP
Reinstall the role and reconfigure the DHCP.
