Tell me how to add rows and columns in tablelayout panel through c# code just like example gridview

Have a look at this simple example:
TableLayoutPanel panel = new TableLayoutPanel();
panel.ColumnCount = 3;
panel.RowCount = 2;
panel.ColumnStyles.Add(new ColumnStyle(SizeType.Percent, 40F));
panel.ColumnStyles.Add(new ColumnStyle(SizeType.Percent, 30F));
panel.ColumnStyles.Add(new ColumnStyle(SizeType.Percent, 30F));
panel.RowStyles.Add(new RowStyle(SizeType.Absolute, 50F));
panel.RowStyles.Add(new RowStyle(SizeType.Absolute, 50F));

For just adding a row to existing TableLayoutPanel see this:
panel.RowCount = panel.RowCount + 1;
panel.RowStyles.Add(new RowStyle(SizeType.Absolute, 50F));
