Office 365 Hybrid setup after all users migrated

HI
We are running a hybrid exchange with exchange 2013 on premise and 365 online
We now have all users migrated
Do we need to keep the on premise as we were told best practice is to create the user on premise then migrate to 365
Also am i correct in thinking that if the 2 servers in our on premise DAG went offline it will not affect mailboxes or mail flow as all users now migrated to cloud?

there are 2 ways to set up a new mailbox in the cloud,

1 )  set up the mailbox on-prem and then move them to cloud.
2)  setup a new remote user and then when AAD synced then assign the required license, that will reduce the effort in moving the mailbox.

you can keep one server for Management purpose, and yes the DAG going down should not impact the mail flow among users in office 365.

One more thing to keep in mind,

do you use your exchange server as application relay? if yes then you would wish to maintain them in order for the application relay to work.

yes we would have many servers / printers that would relay out through the on prem
can these be changed to go out through 365?
could we remove a dag member and have just 1 on prem server
is relaying the only case for keeping a server on prem

in relation to new accounts

would we create the AD account on prem
create a mail account remotely
give license
sound slike it is easier just to create on prem and migrate?

Though mail relay will even work with one server, But i would recommend that you should keep at least 2 servers for mail relay to maintain the high availability.

yes you would create an AD account with an external address set to office 365, one its has been synced with cloud you just add the license.
