New users added in active directory get the message "You have been logged on with a temporary profile ..."

New users added in active directory get the message when logging in:

Also, no profile is created in:

HKLM\SOFTWARE\Microsoft\Windows NT\CurrentVersion\ProfileList.

for the new user.

This just started happening a few days ago and now happens with all new users created in active directory.

Happens on local logins as well as RDP sessions on any Operating System.

In Active Directory, under their account in the Profile tab, there is the "Profile Path" section. Is there anything specified there?
