POP is not working

This usually indicates that you are attempting to send more emails at once than the server receive connector is configured to handle.

As it's a test email it's unlikely you're sending more than one email at a time - may be worth checking to ensure there's no virus trying to spam out on the machine. Would also be worth checking the configuration on the server for the account in question. If you setup a different account on the same machine does it have the same error?

Tried below, Issue got fixed.
To check message rate of receive connector:
get-receiveconnector | ft name,messageratelimit

To Set message rate limit on a particular connector:
set-receiveconnector -identity "Client Frontend TGLPLEX02" -MessageRateLimit 200

To set message with all connector starting name with Default:
set-receiveconnector -identity Default* -MessageRateLimit 200
