Exchange 2016 Outlook 201x plain-text problem

Hi there,

suddenly we are having some users, that have a weird Situation when sending internal mails to internal users.
Randomly their mails are in plain-text mode and I have no clue where to search. Outlook is configured to create all mails as HTML.

Any hint where to search for?

Does the user have their Outlook set to only send in plain text?

Is this for all outgoing emails, or only some (I assume the latter as you explicitly said 'randomly' in your OP)?

Are they replying to a plain-text message?  If so, they might be defaulting to the same format as the original email?

Does it show as plain text when they create the email (before sending it), or does it get converted only after hitting send?

In Outlook it says (HTML) in window-title of the new mail. And it is received as plain text.
