Win 7 upgrade to Win 10 not working

I have Win 7 Pro activated...
I ran Belarc and got the Win 7 license code...

I installed Win 10 Pro on top and let it activate...

Then I wiped the HD and installed Win 10 Pro from scratch...
It will not activate...
I tried using the Win 7 Pro code and that did not work either...

I've done this several times before with no problems...
But it does not seem to be working this time...

Has Msoft changed the procedure and we can no longer upgrade to Win 10 using this method...???

Download and run NirSoft ProductKey and check if it can see any Windows 10 key on your PC.  find the download link on the bottom of the page,

I started it on a different PC and it appears to check hardware...then starts to download W10...
I'm sure that would install W10 on top of W7...
But then after it activates...would I be able to wipe  the HD and reinstall W10 clean...???
If you get a good activation of Windows 10, the license is stored in the Microsoft Licensing server. If all is good, then indeed you can wipe a hard drive and reinstall Windows 10. That part is true. But if the activation did not take (upgrade does not qualify for some reason) then you may not be able to do this.

Did you check out the FAQ attached to the upgrade and do you meet the conditions?
Yes....I meet the conditions...

Gonna start all over...
When you do, make sure the Windows 7 operating system activates and gives you a Product ID code in My Computer, right click, Properties.

Ramin...I was under the impression that NONE of the "license finder" utilities will work on W10...
I tested ProduKey64 on a working W10 and it in fact DOES find the key...
You must be able to install Windows 10 fresh and use your Windows 7 license key to activate it.  Windows will contact Microsoft’s activation servers and confirm the key to the previous version of Windows is real. If it is, Windows 10 will be installed and activated on your PC.
Are you using the same setup media for Windows 10 Pro from media creation tool?

Are you using UEFI or legacy BIOS?
Jackie....Same Win Pro media that I have used about 10-12 times before...When it starts to install it gives me the option of 4 different
Win 10 OS's...Home, Pro, Student and I forget the other one...

You need to download the latest media creation tool from Microsoft to do the trick.
Well...this has turned out to be a very  messy deal...
The PC I'm having difficulty with is for a client...older box I'm trying to get current...

My main PC is a Win 7 box with 4 HD's including a RAID1...and lots of specialized programs geared to audio production...

I opened it up on my main PC...and it seems that as soon as you click on "Download Now"...it checks the hardware on the PC...
I stopped it there...I thought...but no matter what I did I could not stop it...rebooting etc...nada....and in about 2 hours I had W10 installed on
my main PC...which runs W7....with a RAID1 and 3 other HD's...loaded with a number of  audio programs...and my image was about a year
old....

Waaaay upset....No icons...I had 3 profiles on that box and it logs me into the wrong profile...Start button was there but that was about all...
Worked my way to  do a recovery...and I'm back to W7....

My point is this....if you use  https://www.microsoft.com/en-us/accessibility/windows10upgrade   BE CAREFULL...make sure you
have all ducks in a row....backups...images...etc etc and etc....

NOW....to the problem at hand....
I reinstalled W7....then  I used https://www.microsoft.com/en-us/accessibility/windows10upgrade   it installed W10 on top...activated...
Then I wiped the HD and installed W10 from scratch...

AND I AM WORKING PERFECTLY....!!!!!!!

So, the problem is about the win 10 setup media and the problem is solved now?
John...your suggestion to start all over worked....but I really didn't want to do it...it takes longer to setup W7 than it does W10...

I ran ProduKey64 on Win 7 and got the key....then after W10 was installed I ran ProduKey64 again and W10 gave me a different
key...so maybe W10 does NOT use the same key as W7 on an upgrade...Just a thought...

All I did was re-isntall w7...activate it...
the install w10 on top...activate it...
the wipe the HD and re-install W10 from scratch...
this time it worked just like it should...
