Create the click once project with the settings you require.  Then the administrator of the server installs it with the install location in a folder shared to the users who have to access the exe.

The admin of the server would have to install your app to the default location then one of two things.
Share that location with other users of the system.
Physically copy the exe file to a shared folder.

Note both methods have severe disadvantages.

You may wish to consider using another tool to publish the app rather than Click Once.

ps.  A general point - I wouldn't recommend having the exe on a shared folder in any case.

Have a look at the Microsoft documentation: Publishing ClickOnce Applications.
Another good article is: How to: Publish a ClickOnce Application using the Publish Wizard.
If you are using a build server: Continuously Deploy Your ClickOnce Application From Your Build Server.

If you need to specify which files are published: How to: Specify Which Files Are Published by ClickOnce.

It might also be worth reading: ClickOnce Security and Deployment.

While you are at it, check out HockeyApp which has a free tier.

Lastly, here is an older article, but it could be relevant to your requirements: All You Need Is One – A ClickOnce Love Story.
