Add Content to existing Adobe PDF Layer

Is there a way to add content to an existing PDF Layer (using Adobe Acrobat X) and have it exist on that actual layer instead of being added to the entire document?

Hi,
What I had experienced, you can add content, such as review comments, stamps, or form fields, to layered documents just as you would to any other PDF document. However, the content is not added to a specific layer, even if that layer is selected when the content is added. Rather, the content is added to the entire document.

Also, I have found an amazing Adobe PDF Unlocker Tool to remove owner level restrictions that are applied to a PDF File. To Edit any PDF you must have sufficient permission. Free demo version of this utility will help you to remove Print/Edit/Extract texts Restrictions.
