Dial tone?

Do you mean the sound you heard via earpiece of your phone while you are dialing a call?

If yes, only your cellular service provider can change it.

If you mean dial tone to be the sound when you touch the dial pad, try the following.

To Enable Other Sounds:

Touch Home Image or Image
Touch Apps Image
Touch Settings Image or Image
Touch Sound/Sound and Notifications
Check Dial pad touch tones, Touch sounds, and/or Vibrate on touch

1. On Marshmallow and Lollipop (Android 6.0 and Android 5.1),Touch            

Other sounds then use slide to turn off to Imageto Image enable.
