MSSQLServer 2014 Difficult Schema change

I have a small MSSQL Server 2014 table with no records in it and wish to change an integer column to an identity column.
when I attempt to do so in the table Design window, I get an error as shown in the following image

If I copy the table to an MSSQL Server 2005 database I can change the column to an identity column without any error message and copy the table back to the MSSQL Server 2014 database and the change has been made.

In both cases I am logged in to the database as sa (system administrator) with all rights.
What is the problem with MSSQLServer 2014 ?

I have discovered how to disable the option and fix the problem:
Change this option, on the Tools menu,
click Options, expand Designers,
and then click Table and Database Designers. Select or clear the
 "Prevent saving changes that require the table to be re-created" check box.
