I have found this command for one user

I need to alter it for a whole tenant and export to CSV

is it possible?

It's included in all plans and enabled by default, so unless you have deliberately disabled, it will be on for the whole tenant. You can use this query to list all users with Sway enabled:

Get-MsolUser -All  | ? {$_.Licenses.ServiceStatus | ? {$_.ServicePlan.ServiceName -eq "Sway" -and $_.ProvisioningStatus -eq "Success"}}
