Remotey enabling Dell TPM in bios

Trying to achieve the above. I see we need to use the dell command program.
We have a deployment program that we can push out batch files or msi etc, so will use this.
What's needed in order to change the settings remotely? Can we use a command/batch file only, do we need the program installed on the machine?
With the HPs we had to push the HP install utility, copy edited config file local to the machine and run the command on the remote machine form the software we use.
The dell stuff looks like a PITA..
