Erratic Mouse when Docked

I have erratic mouse movement and keyboard issues from these external components when used through the dock via the USB ports. I have an E-Port Plus II dock.  If I leave the laptop slightly open the issues go away. If i undock the mouse stays stuck on the right moving erratically and a new mouse appears. Also a few faint circle hover spots. All drivers, Bios and even monitor software updated, not malware or adware. Trackpad even replaced. It happens in Safe mode also and even with a new profile.  W10 64bit. Please advise.

Are you sure the dock is compatible with your laptop model ?

Yes, it's the one that Dell sent with the computer. No problems, but about 6 months ago it started to happen sporadically.

Have you inspected the battery? I had a very similar issue with a Dell laptop and when we opened it up the battery was swelling and applying pressure to the bottom of the trackpad. Very dangerous!

Looks like it was a pretty widespread issue. https://www.notebookcheck.net/Dell-offers-to-replace-swelling-XPS-15-9550-batteries-for-free-even-if-out-of-warranty.247546.0.html
Is it possible for you to test the Dock on another laptop to check if the issue is the Dock ?
Are you using a wireless keyboard or Mouse ? if yes can you try with a wired one or another mouse.
Also I suggest to create a restore point and download the latest USB 3.0 driver from Dell support website using your Service tag / Serial number and retest .

Reinstalling touch pad drivers is also an option.
