So meetings that they send out as they are including themselves on the invite are getting auto accepted by the sender? If that is correct then that is normal and I don't think there is a way to change that.

Is there anyway to stop this behavior.  This never happen prior to upgrading the users to Office 365 and the migrating their mailboxes to the cloud

I don't know for sure but your best bet would be to call office 365 support as they have a lot more control than admins do. I would think this is something that can be turned off but might not be accessible to admins.
After looking into this further we found the admin was adding herself to the meeting invite hence why it was auto accept plus she had two other people listed at delegated on her calendar which added to this cascading effect.
