Simply buying modem doesn't allow you to call/sms etc. You need a internet/voice call subscription from a service provider. Not sure which region you are from, check with your Internet service provider and enquire about the USB modem which will support all these features if you buy from ISP via their dialling software etc.
but i want software with this for call or send sms with key. I want use my sim card

That's why you need a USB key from your phone provider. Those are all-in-one solutions. The USB and SIM card will work seemlessly without ANY problems, as will the sofware for voice/sms. Example here: http://www.vodafone.com/content/index/what/devices/vmb.html
Doing it all apart and by yourself is asking for a world of hurt.

No. The SIM in your device is only able to send and receive data and SMS text messages. You will not be able to use it to make phone calls.

Do not waste time on this project.
Technically, it is not feasible as no carrier will allow to dial a phone call direct from your computer.
You can only use VoIP call using a 3G/4G USB modem. Just subscribe for SkypeOut and use Skype to make the phone call.

Telecommunication is a regulated industry and the authority requires the carrier to maintain a registry of their subscribers.
So, users can only use devices running mobile OS to make a phone call if you want your call to route through the cellular network, not the IP network.
I do not need to have authority require and I do not need to have mobile operating system ( i had use a small linux OS).
If no solution exist. I programming my own solution based like this embeded controller card.
But i'm very surprised that is not exist.

No such software exists because of the law. You can create any tool but you need your carrier to allow your device to be on their carrier network. You are just naive to think in such a simple way.
All mobile phone manufacturers have to comply with the law and you will not be excepted and you are just wasting your time as I am sure you cannot file a complaint to your carrier for not being to make a phone call via a computer.
What the closest thing to do is to pair a real mobile phone via Bluetooth and initiate the phone call from your computer.
