Azure SQL licensing question

I've been Googling and reading Microsoft documentation, but have not been able to find a straight answer. Now hoping someone on EE can enlighten me.

I understand that if I deploy a Windows Server VM and install SQL Server Standard on this using my own SQL Server license, I also have to purchase SQL Client Licenses for all users.

But how about if I deploy a SQL Server image (WIndows OS and SQL Server Standard). The SQL Server License is then charged by the minute in Azure, but do I still need to purchase SQL Client Licenses separately?
The price difference between OS and OS + SQL is rather big, when compared to bringing my own SQL Server license, especially if client licenses are not included.

My question also applies to Azure SQL. Do I need to buy client licenses if I deploy a database here?

use the sql server from windows azure you will get better performance and it is cheaper
