another thing, can i disabled the permission for changing the employee picture from his web mail, just need from my exported data?

i've active directory 2012 and exchange 2013 node with office365 i need to check that all data of the emplyees is synced correctly like the title, phone, department and if i upload personal photo for each employee i'm using tools from microsoft (AD photo and AD bulk users) to update data to my active and after that i go to my exchange running synchronizing command but many users not updated how can i check and fix that? i need these update appears in outlook
