does this backup and reset fix android upgrade issues

I had this question after viewing keeping pictures after wiping phone.


From a Home screen, tap Apps Apps icon > Settings Settings icon > Backup and reset. (Note These instructions apply to Standard mode only.)
Tap Reset settings.
Tap Reset settings again.
From the Warning prompt, tap RESET to confirm.

would fix all the problems I have since updating from android6 to android7?
Do I need a samsung account?
does the backup save all the email app and gmail app accounts
or do I need to re log in
