How do I open this file -  "2017-11-17-105835.inProgress"  - a 407.08 GB Package

This file was created when a Mac mini failed to start (stalled progress bar, no opening screen) with Time Machine HD connected. I connected this HD to another Mac to view folders.

If opened, How to retrieve files?

It's an incomplete file.  You can't really open it normally.  If you know what type of file it's supposed to be, you can partially open it.  If it's a TAR file you have the beginning data.  With zip, or rar type files files, you might be able to salvage a few files if the files were complete up to that point.  There's typically no standard way to work on the file unless you know what type of file it is.

I was concerned that would be true, however, I do have an Acronis 2013 full backup a couple of weeks older, but hopefully usable. I assume I can extract individual files to a different Mac mini - yes?
