What lower-layer protocol encapsulates SNMP messages?
Typically it is always the same L4 (UDP or TCP) + L3 (IP) + L2 (Ethernet)
SNMP uses UDP.
By default yes, but SNMP can be configured to use TCP.

But, info regarding SNMP and L4 protocol. SNMP sometimes need to be reliable.
