In WIndows 10 the Windows Start icon and the Search icon are not responding

For quite some time the above mentioned icons give no response (except the first one changing color) when I click on them. This is quite annoying! I have browsed the internet extensively to find a solution, tried all suggestions with no effect.  
Now I turn to the experts!
The Start key on the keyboard has no effect when used alone, but works fine in combinations, e.g. windows+right arrow.
It is bound to the user. Test-users have no problems. So, I COULD abandon the user and create a new, but I would rather not have to install everything (= a lot!!) again.
Once I heard that gamers often deactivate the Windows Start key in order not to ruin the game if they happen to touch that key. I suppose that is only about the key, not the icon.
Anyone has a clue?

Open cmd.exe with Run as Administrator and run dism.exe /online /cleanup-image /restorehealth
Follow this with SFC /SCANNOW and ensure no errors or errors corrected.
Shut down, start up and test.

Another possibility is a damaged user profile. Make a new, test, Windows User Profile (Account). Log into the new Windows Account and test.

As I explained, I already tried with a test user. There were no problems there.

If DISM fixes the issue, then great. Otherwise you will have to replace the Windows User Account as a Repair Install will not fix a damaged profile.

Is there any old version of any software that might be incompatible with windows 10 ?

Also as John mentioned above,  user problem can not be  fixed with Repair install but you can try your chance before reinstalling all your Programs again.

If DISM didn't fix the problem then try Windows 10  Repair Install with an In-place Upgrade.
You will not lose any data files or Apps if you follow the Instructions.
    Go to the Windows 10 Media Creation Tool from this link:
https://www.microsoft.com/en-us/software-download/windows10
Click on Download Tool Now, save it on desktop,  then run it as Administrator, accept license agreement, then Choose Upgrade This PC Now, let Windows to Update drivers. make sure that Keep Personal Files and Apps  is Selected  and let the Windows do the rest.
Note: The Procedure takes at least one hour.

So then you need to replace the damaged Windows profile with a new one. That is the only fix at this point.

Most programs remain intact and do not need to be reinstalled. A small few might, otherwise it is just a matter of setting up shortcuts.

Thanx for your inputs.
Since DISM didn't help at all, I concluded that my user account was damaged beyond repair.
I decided to crate a new user. That way I can go back and fort between the 2 users until the new one is fully functional with all extras that I might forget if I ran Windows 10 Media Creation Tool like Ramin suggested. If I get stuck with problems during the described process, that toolkit will be my next shot. Third shot will be format c: ...

Questions do not stay open for very long here, so if you have a new user working and the old one backed up to retrieve data, then you probably can close this question.

Things are worse than expected. Before I even install a single program, the error log looks terrible. I enclose a snapshot.
I would rather upload the eventlog (with English language option), but the extensions are forbidden.

I am not sure how repairable this is. Try a Windows 10 Repair Install (Microsoft Media Creation Link ) and see if you can make the system work properly.

If not then you need to back up and install fresh
