1) Is there a way for pop3 or imap account to sync calendar with gmail as alternative?

Unsure about your question here. IMAP/POP3 are email reading protocols. Unsure how this relates to any type of calendar service.

2) Or to import the pop3 or imap calendar to gmail account?

Same problem with this question.

Maybe you're referring to running a CALDAV server.

Search for - calendar caldav server ubuntu setup - will assist, if this is what your asking.

https://wiki.ubuntu.com/CalendarServer is a very good starting point.

Maybe try rephrasing your question, explaining your current setup + exactly what you're targeting to accomplish.

If you mean in the context of using a Gmail account and working with the calendar via Outlook...

Outlook If you mean for free, there is no official solution from Google anymore (they killed that off more than a year ago). However, there are products like Outlook Google Calendar Sync

If you're paying for GSuite, then there is GSuite Sync for Outlook

If you're looking to have things moved from a random IMAP/POP3 account into a Google account...
