Segregate list data in SharePoint 2013 (permissions)

I'm aware in SharePoint permissions are list based, however I'm looking for some trick or way to segregate the permissions of lists items.

For example, we have volunteers and they are only to be assigned to specific list data (not all). I know this can't be done directly but I'm looking for a trick to do it.

Also, I know Views could be used to do this partially (i.e. using [Me] variable), however it is not secure way of doing it.

You can use folders.  Put volunteer items in a folder and give the volunteers access to that folder.
