esxi 6.5 timezone change ... where and how?

We have no vcenter, just a local ESXi 6.5 (dell) host that is insisting on UTC ... the old-school ssh routing to go edit the timezone doesn't seem to work (i presume my google-fu is turning up references to pre-6.5 that no longer apply).

i have windows servers insisting on syncing to the host, and they're all pulling UTC time instead of east coast ...

is there a way to fix that?  i'm having a hard time finding a way to do that via SSH or other mechanism.

Procedure
In a Web browser, go to the vCenter Server Appliance Management Interface, https://appliance-IP-address-or-FQDN:5480.
