Windows Defender Not Starting

Everytime I try and start windows defender it gives me an Unexpected error message, I have tried a few things to no avail. I tried turning off  options, turning them back on, options such as working with the cloud so it's current and can compare to other files that are new viruses/malware I guess, but I choose to turn on and off many options to only continue to get the same message and  windows defender not working. I have screen shots I will post them if I am allowed. Thanks and hope someone can help. Thanks in advance!!!

Open cmd.exe with Run as Administrator and run  dism.exe /online /cleanup-image /restorehealth  

When done, run SFC /SCANNOW and allow to complete. Hopefully there will be no errors.

Now shut down, start up and test again. Hopefully Defender will start. Mine is always working.

If not, run a Windows 10 Repair Install and Keep Everything.

Go to the Media Creation Link

https://www.microsoft.com/en-us/software-download/windows10

Windows 10 is running, so click on the Download button (not Upgrade Button, select Open (Run) but NOT Save. Allow the program to run. Allow drivers to update. Then select Keep Everything.

ok well I'm about to shut down and restart, had no errors during any of those commands I ran in command prompt ran as administrator, included image file of it, just  so you canFixes tried in command prompt see for yourself I followed your directions to a T

So DISM ran fine, now shut down, start up and test. Please let us know.

You can also try to check if you can fix it via registry editing.

Create a Restore Point first.

Open Registry Editor and go to:
HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows Defender

Change DisableAntiSpyware and DisableAntiVirus values from 1 to 0

yes that did not fix the problem, (edited: this post was before the regedit option to try, but wither way I will try the first option and then regedit comment, just wanted it to be clear I only did step 1 so far) I have to leave work, ill be bringing laptop home with me and I will do the next step, but yes still getting same exact error when i try and "restart defender"

Thanks again for your time... I will try that next step as soon as I am back home from the dentist.

Windows repair will last at least one hour. and can fix lots of problem as John suggested.

Registry edit can be tested only in few seconds and you can also Revert It back if it didn't work ( change those Value from 0 to 1). that's all.

Note: Even if registry fixed the issue it doesn't mean Windows repair couldn't fix it.

You need to try the repair install and only if that does not work consider backing up and reinstalling Windows. It is important that Defender starts

Press the Windows + X button at the same time, then choose Command Prompt (Admin).

I think the regedit fixed it, Expert Comment by: Ramin,  but I am letting Windows Defender do its first scan and then I am going to do a quick couple of QA tests, reboots, etc, to make sure it stays working and then he will probably get all the credit, I thank everyone for trying to help, and i responded slow because a family member had a stroke and was away for a few days. Thanks again for everyones help  That's fair, right?

Thanks, seems to all be working well, did a few scans and few reboots, all still starts on its own, no more issues with Windows Defender

Did you try the regedit fix, worked for me, try that instead of the dcim

Thank you for asking I have not fixed the issue. I tried to do regedit but those keys were missing? I can do a screen shot but need to go to that computer.

I only had one in the defender folder of the regedit, and I changed that from 0 to 1 and it worked, in Ramin screenshot above he has 3 things in there, I only had one and changed it and it worked, BEFORE I CHANGED IT, I saved a backup copy of the registry and i also saved a restore point, just in case things went wrong, I suggest you do that too if you do have something you can change in the

HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows Defender

registry, if you don't have that in your registry, maybe try downloading windows defender and reinstall it or use the windows 10 repair tool someone mentioned above, this is what John Hurst wrote,

"If not, run a Windows 10 Repair Install and Keep Everything.

Go to the Media Creation Link
