Manually issuing license to a user in a Terminal Server

Is there a way to manually issue a license to a user in a 2012 R2 Windows Terminal Server environment? We have one user that is not receiving a license.

Nope, the licensing is done live. You would need to close the session of any person that left their season logged and is not using it in order for your user to receive the license.
