waiting for wifi when I have no wifi

I did factory reset
I am installing all my google play apps

states waiting for wifi
even though I changed to "use phone data"

I restarted phone

the two important apps I needed to install I click on app in google play and x out of waiting for wifi and click install

but I dont want to do that for the 70 other apps that are waiting for wifi

Some apps and OS upgrades will not install unless you have Wi-Fi .  Such is true on my iPhone and my Colleague's Android. Check these apps in Google and see if they will upgrade over Cellular.

In any event, you can turn Wi-Fi OFF and apps will not try to use it (and may not upgrade either)

Try this:
Go to Google play Services
Google Settings
 Drive-Enabled apps
Uncheck files over Wi-Fi only.

1. In your Android phone, click "Play Store" app

2. Click the three horizontal lines on the left of the search box

3. Click "Settings" in the menu, and click "Auto-update apps" and check for "Auto-update apps at any time. Data charges may apply"

You need to stop all updates for all  72 apps that are waiting for wifi before you try the above.

Lastly, you can create a wifi hotspot with another smartphone and connect to the wifi hotspot from your Android phone.

Delete the Wi-Fi Account, shut down the phone (power off), start it up, set up W-Fi again and try updating

In Google Play Store, under "My apps & games", click the apps which cannot update and click uninstall button and you will be asked whether you want to uninstall the app to Android system app, click OK.

After uninstall, click Update button again for the app.
