I did factory reset
I am installing all my google play apps
states waiting for wifi
even though I changed to "use phone data"
I restarted phone
the two important apps I needed to install I click on app in google play and x out of waiting for wifi and click install
but I dont want to do that for the 70 other apps that are waiting for wifi

1. In your Android phone, click "Play Store" app
2. Click the three horizontal lines on the left of the search box
3. Click "Settings" in the menu, and click "Auto-update apps" and check for "Auto-update apps at any time. Data charges may apply"
You need to stop all updates for all 72 apps that are waiting for wifi before you try the above.
Lastly, you can create a wifi hotspot with another smartphone and connect to the wifi hotspot from your Android phone.

In any event, you can turn Wi-Fi OFF and apps will not try to use it (and may not upgrade either)
