All users are connected on cached mode.
Is this happening to all or specific user?
If yes please reconfigure that user.
Is this happening to all users in all databases or specific database?
if yes please create a new database move all users to it.
Is this happening to users internal network only or external as well?
If only internal please try with outlookanywhere by ticking both check box below in outlook.

What's the patch status of the Exchange 2010? in order to coexist with 2016 all servers in the environment need to be at SP3 and RU11 at least.

Check your exchange services?
Do you use Outlook Anywhere?
Go into account settings, see the name of the Exchange server, is it DNS? Is DNS working?
Restart the "Microsoft Exchange System Attendant" and "Microsoft Exchange RPC Client Access" services.
